A不如B（...V...） "A isn't as...as B"
不如 here is used for comparison of two items, and it means that A is not equal to B. Sometimes the thing to be compared is stated after B.
A 不如 + B + (Adj.)
Examples:
1. 独资公司不如合资公司。
Exclusive investment in an enterprise isn't as good as a joint venture.
2. 这个牌子的空调不如那个牌子的 便宜，可是这个牌子你的空调的质量不如这个牌子的好。
The air conditioners of this brand are not as cheap as those of that brand. However, the air conditioners of that brand are of better quality than those of this brand.
