That is... 就是……了
就是 here is used correlatively with 了 to give force to the statement. A noun phrase is inserted between 就是 and 了. 了indicate a new situation somehow.
Subj. + 就是 + NP + 了
Examples:
1. 明天就是签合同的时间了。
Tomorrow will be the time to sign the contract.
2. 看，前面就是自由市场了。
Look, the free market is in front of us.

Don't worry. We will act according to law.
