It seems, appears 看起来

看起来can be used as a fixed phrase to interject into a sentence with the meaning of “ it looks like” ore “by estimate:. However, V +起来 implies that an action or state just started. 了can be placed between the verb and 起来 or after.
                  Subj + V + 起来+ 了 
                 Subj + V+ 了+ 起来

Example : 1. 他笑起来了。
                 He’s started to laughing.
                2. 经理们谈了起来。
               The managers have started to chat.

When a object follows the verb, it is placed between 起and 来.

Subj + V + 起 + 来（了）

     1. 妹妹唱起歌来了。
      Little sister has started to sing. 
       2. 李先生在美国做起生意来了。
       Mr.Li has started to do business in the USA.
