讲（V）“pay attention to; stress” 

    讲， literally meaning "to say", is used here to express "stress". It can be modified by an adverb, such as 很，in this case. It can also be replaced by 讲究（jiǎng jiū）in a more formal way.

Examples:
1. 他很讲人情。
He is particular about people's sensibilities.
2. 商品要讲质量。
